HDD’s Devotion to Building Hengqin Guangdong-Macao In-depth Cooperation Zone

On 5th September, the CPC Central Committee and the State Council issued the General Plan for Building Guangdong-Macao In-depth Cooperation Zone in Hengqin (hereinafter referred to as ‘the plan’). The plan positions the Guangdong-Macao In-depth Cooperation Zone in Hengqin as a new area to offer Macao diversified economic development potentials and more job opportunities. Building the zone is a major arrangement to enrich the practice of ‘one country, two systems’, and will be an important driving force for the development of the Guangdong-Hong Kong-Macao Greater Bay Area.

The Plan

The plan has framed a three-phased development timeline for the Guangdong-Macao In-depth Cooperation Zone in Hengqin, with elaborated goals for 2024, 2029, and 2035. The historic opportunity for Hengqin to build the Guangdong-Macao In-depth Cooperation Zone derived from its unique location advantage within the Guangdong-Macao greater area – located at the southern end of Zhuhai, linked to Macau by bridge across the river.Shanghai Huadu Architecture & Urban Design Co., Ltd. (HDD) participated in the design of one of the building landmarks of Hengqin New Area – Hengqin New Area Civic Center, as well as a regional landmark building – Hengqin Tianmu Qintai Innovation Center. Engaging in these significant urban projects of the Guangdong-Macao In-depth Cooperation Zone in Hengqin, HDD is devoted to the spatial development of the cooperation zone.

PROJECT INTRODUCTION

HENGQIN NEW AREA CIVIC CENTER

As one of Zhuhai’s major livelihoods projects, the Hengqin New Area Civic Center will become a public building landmark of the Hengqin New Area, as well as a frontier for government services, economic reform and innovation in the Hengqin Guangdong-Macao In-depth Cooperation Zone.The project integrates administrative offices, public services and leisure center, as an important public facility to provide government services to enterprises, Zhuhai citizens and Macao residents. The project has topped-out in May earlier this year.

Topping-Out

The project is located on the south side of Xiaohengqin Mountain, Hengqin Island, at the intersection of Gang’ao Avenue and Fengchui Luodai Road. It covers an area of 65530.76 square meters and a building area of 131,876 square meters. The main programs include administrative service center, petition reception center, conference hall, the Citizen's Home, public fitness center, and cultural center.

The design takes advantage of the unique landscape of the mountain and the river, and develops a design concept of ‘landscape city, ecological island’. Drawing inspiration from Zhuhai's traditional housing blocks, the layout of the building volumes conforms to the mountain and the river, shaping a beautiful organic building cluster and interesting street space.

Administrative Building

In terms of layout, as the most distinctive and typical floorplan of traditional residential buildings in the Lingnan area is of ‘the width of three rooms with two corridors’, the design develops this idea by separating the buildings into three clusters that each forms a central courtyard with south-north corridors. While echoing the history and culture of the Lingnan area, the layout also creates green benefits through natural ventilation and daylighting.

TIANMU QINTAI INNOVATION CENTER

The Tianmu Qintai project is located on the artificial island of Tianmu River on Hengqin Island in Zhuhai. It enjoys a superior natural environment and geographical location being adjacent to the University of Macau in the east and close to the Hengqin Port. The project is a building including business headquarters, convention centers, boutique hotels and experiential commerce. The total construction area is about 240,000㎡; the total investment is 3.719 billion yuan. The building height is 69.9m with 16 floors on the ground and 2 floors underground. The construction of the project started in October 2019 and is expected to top-out in December 2022. The construction of the building base has currently been completed.

Building Site

The design concept "The·Melody" (la plus belle mélodie) gains the inspiration from the place name, and adopts the elements of pipa and guqin (both are Chinese traditional musical instrument). It abstracts the basic curvature of guqin, forming the basic shape of the building. Combined with unique environmental features of surrounding islands, the building and the reflection in the water match together.

Building Waterscape

Considering the architecture’s streamlined massing, the design of the main facade uses glass curtain wall though which its interior could be partly seen through, creating an interactive interface between the interior and the exterior. The glass curtain wall is designed in the language of vertical repetitions to strengthen the rhythm of the building, signifying the melody of Guqin.

The whole architectural volume of the project shows the integrated design and the spatial communication of buildings, bridges and islands. The podium and the building are smoothly linked. Through three major design strategies (integration of functional spaces, integration of ecological technologies, integration of the construction site), the project aims to create a landmark architecture that is difficult to replicate.

In the future, HDD will continue to actively engage in the building of the Guangdong-Macao In-depth Cooperation Zone in Hengqin, not only as a witness, but also a participant and practitioner of the coordinated development of Hengqin and Macao.
